The ministers of the grace of God spoke through the Holy Spirit about repentance.

And the Master of all things Himself spoke about repentance with an oath: “As I live, says the Lord, I do not desire the death of the sinner, but his repentance.” He also added this gracious declaration:

“Repent, house of Israel, from your lawlessness. Say to the children of My people: Even if your sins reach from the earth to heaven, and even if they are redder than scarlet and blacker than sackcloth, if you turn to Me with all your heart and say, ‘Father,’ I will listen to you as to a holy people.”

And in another place He says this: “Wash yourselves and become clean. Remove the evils from your souls before My eyes. Stop your evil deeds; learn to do good; seek justice; rescue the one who is wronged; judge for the orphan and vindicate the widow. Come now, and let us reason together, says the Lord. Even if your sins are like crimson, I will make them white as snow; even if they are like scarlet, I will make them white as wool. If you are willing and listen to Me, you will eat the good things of the land. But if you are unwilling and do not listen to Me, the sword will devour you, for the mouth of the Lord has spoken these things.”

So, desiring all His beloved to share in repentance, He established it by His almighty will.
